Cannot send email from iPhone

Please advise.

I am looking at 2 identical iPhones (6, 8.03) and have configured the mail settings the same. Using Cox mail. One is fine and the other goes immediately to out box and sits....forever. I have restarted phone, deleted and added the account and have compared it to the settings on macbook to make sure they are correct. Where else should I look?
