Why don't you turn it on to find out how much charge it has?

Nope. The iPad should have come out of the box with usually around 70% to 80% charge. you can choose to charge it to 100% if you wish, but its not required.

You can start using it s soon as you take it out. And charge it when its convenient.

The only real recommendation, is to not drain the battery completely too often. Once a month to recalibrate the battery meter is suggested.

Other than that, you can charge as often as you find convenient, and for as long as you want.
