To access the Cloud I was told to select it from system preferences. However, it does not appear there. Only mMobile ME is shown and I thought that was obsolete. How can I get around this block?

Upgrading to Lion
If your computer does not meet the requirements to install Mavericks, it may still meet the requirements to install Lion.
You can purchase Lion at the Online Apple Store. The cost is $19.99 (as it was before) plus tax. It's a download. You will get an email containing a redemption code that you then use at the Mac App Store to download Lion. Save a copy of that installer to your Downloads folder because the installer deletes itself at the end of the installation.

I have not not upgraded past OS X 6.8 because my Mac Shop guy said that I would be unable to access old Appleworks files.

He's correct. You would need to convert them into a common format recognized by current applications. Apple long ago replaced AppleWorks with the iWork apps, but they cannot read all AppleWorks files.
How can I access the Cloud when it is not listed in system preferences?
