So this happens when you visit any website, even google.com? When you say you "reset the whole iPad settings" did you go to "Reset All Settings" or "Erase All Content and Settings?" If you have not tried the "Erase..." option, back up your data using iTunes on your computer or iCloud, then use that option. Set up your iPad again, and set it up as new, not from a backup. Test Safari. If the problem is still there, then you can go to "Erase All Content and Settings," go through the setup again, and this time choose Restore from Backup when prompted. If the problem goes away, then some data you had on your iPad is causing the problem, and you should not restore from the backup. You should reload important data manually.
