iCloud Photo Library - "there is not enough available storage to record video"

Why doesn't iCloud Photo Library actually free up storage on my iPhone?


My iPhone is set to Optimise Storage and it happily uploads all videos and photos to iCloud, with none remaining to submit. I have now taken enough photos and videos that I only have ~200Mb free on my 32GB phone, yet it doesn't seem to be automatically freeing up the space? I have plenty of iCloud storage too.


When I now try to take videos, it complains there's not enough storage.


Looking in General -> Usage - Manage Storage, photos takes up 9.8GB data.


I need to free up space but can't find a way to delete the photos without actually deleting all my iCloud copies...
