My Ipad is frozen on Facebok

My Ipad is frozen on Facebook. When I open my I pad and click on Safari it shows a dark page with a small window in the middle with a quote "Congratulations you have one a prize" and then they want you to click on OK. I have not clicked on OK and I have shut the I Pad down completely and when it comes back on the same thing is there.???????
