When using my iPad on safari the keyboard constantly appears when it is not needed.

I Have an inew iPad air with the iOS 8.3 operating system. When I am using safari the keyboard constantly appears when it is not neended. this most often occurs , when I am reading news stories. I can touch the keyboard key and make it disappear but when I open another news story it reappears. I had an ipad 2 and it did the same thing. This problem started when ios8 was introduced
