My wife's iPhone 6 is no longer charging and has started discharging white/green foam the charging port. The phone is still under apple warranty. The phone does have a cracked screen so will it be replaced under apple warranty?

Only if you have AppleCare+ will there be any warranty coverage.
Otherwise, physical damage is not covered under warranty.
It's not the physical damage I'm worried about. I just want the phone to charge. My phone has had to be replaced twice already, once for a similar issue. Apple doesn't fix the phone they just give you a new one. So how do they handle an issue like this?
The would provide you with another replacement. Contact them and ask for specifics. Nobody here can speak for them and what action they'll take.
