Contact Microsoft, Apple does not produce Microsoft Outlook.

You are aware that she advises to seek help in the Microsoft forums as she charges for individual help?
Outlook 2011's spam filter is only updated by Microsoft occasionally. I suspect that now it's nearing End of Life, you'll see fewer updates. You can use SpamSieve with Outlook 2011, but currently SpamSieve does not work with the new Outlook Preview v15 in public beta. SpamSieve also works with Mail.

Your best option is to keep a good Address Book in Outlook. The JMF never assigns messages from contacts in your Address Book to the Junk category.
I advise users never to use your business or main email address to subscribe to newsletters and announcements. Setup a second email for these types of emails. It's easy to sort these from your good mail and if you get too much spam, simply delete the account and setup a new one. Apple gives you aliases that are useful for this purpose, but Outlook does not deal well with aliases.
You might consider moving to Apple Mail. Especially if you have POP accounts.
Lastly, make sure you Office 2011 is fully updated to 14.5.1. The 14.5.0 update had a bad bug with Outlook.
