Factory reset without connecting to iCloud

I am trying to erase and reset iPhone 5s to factory settings, but it will not connect to iCloud. I just get an error saying there is an error connect to iCloud. It is my daughter's phone, and I DO NOT want to return to Verizon (edge up program) without erasing data. Is there some other way?
