In iPhoto it was very simple to export a smaller version of a whole group of pictures. This was also true when emailing from iPhoto. Is this possible in Photos? If so how do I access the re-size option?

Yes it is.
Select the photos you want to export then File > Export or Shift+Command+E then click the expand arrow to the right of the Photo Kind drop down and you will see the Quality & Size fields.
