How add captions or text to photos?

I'm pulling photos together for a slide show and want to add captions/text explaning the photo. What is the best way to add a brief title, 2-5 words, across a jpeg photo? Which applications should I use? I usually export the photos then burn a disc, but this time I want to label a few photos.
