IOS8 audio mgmt - cant play audio from device after turning off BT earbud

steps to produce issue

iPhone 6 with IOS 8.3 (build 12F70)

pair BT earbud to iPhone

verify audio output to iPhone ok - phone calls and mp3 files, for example - sound correct in earbud

turn off BT earbud via the earbud's on off button

resume audio playback on the iPhone - for example - iTunes mp3 playback -

result: no audio

expected behavior - IOS8 / iPhone device audio mgmt would reroute audio output to the iPhone (since the user's BT earbud is either out of range or simply turned off) and therefore, audio playback from the device would resume
