Bluetooth slow to connect

Ever since iOS 8.3, Bluetooth has been a little weird, sometimes BT will not connect to my receiver.

See everything spinning in the photo? This is after I've tried to turn it off and it's having lots of trouble doing so.
Once it recovers, it will connect nearly instantly to the receiver and I can then enjoy my music on the drive home.

I've already reset network settings, it didn't help.

What is going on and can it be fixed?
