ive purchased episoded from iTunes In the past and had no problems downloading and watching them even when I'm not in wifi.
But for some reason my wallykazam episode will not download to my phone. It's showing on icloud even tho it shows me it's paid for.
I Want to watch it if it would ever download. But it won't. What the heck do I do?

It sounds like you can see the episode in the Videos app and want to know how to download it to your phone. You should be able to do that with these steps:
Download past purchases from iTunes in the Cloud
On an iPhone, iPad, or iPod touch
- Tap Settings > Videos and make sure Show All Videos is on.
- Tap the Videos app.
- Tap Movies, Music Videos, or TV Shows at the bottom of the page.
- Find the item that you want to download.
- Tap the Download
icon.
