why is my 4s saying Activation Failed after restoring it ? and no theres no icloud accounts.Anyboby?

I erased my iPhone 4s after going thru the setup connecting to wifi now it keeps saying Activation Failed every time, I connected it to ITunes and still nothing help?

iPhone 4S, iOS 8.3

You can't activate an iPhone without an Apple ID.

?? whats an Apple id got to do with activating the phone? its not activation locked if thats what you referring to.
