My iPhone and iPad share the same apple id. I do not want them to be linked any longer. Can I create a new apple ID for just my phone and keep the original one for the iPad? Will I be able to share apps and content that are currently on both?

To make sure we are on the same page, you would like to have different Apple ID for your iPhone and iPad. You can do that but sharing will not be something that will work out of the gate but it is something that you can do with Family Sharing. With that setup, you will have the ability to share apps and other content if it is sharable. Take a look at the links below for more details.
