i did a dumb thing and bought a macbook air 128g, and now i have no space to backup my phone and whatnot. so I've gone and bought an external hard drive to move my pictures and music to, but I'm wandering if i can do that while using the hard drive for Time Machine? or do i have to do one or the other?

You can do that but shouldn't; Time Machine will eventually use up all the free space on the volume it's backing up to, and all drives will fail at some point. Get a second external drive and set Time Machine to back it up as well.

okay so turn off time machine if i want to store my libraries on the external hard drive?
Leave it turned on and store the libraries on a different external drive.

What Niel is saying (and I agree) is that you should keep both your TimeMachine drive and the external drive connected at the same time. You’ll probably want to get a powered USB hub if you don’t already have one.
