How do I switch between charge chime and vibrate?

I find that sometimes I have a chime on plug in, sometimes a vibrate, I have vibrate settings of vibrate on silent and ring set to off in sounds, so I'm not sure whats going on, also my ring volume is on.

I'd prefer it stay on the chime, the vibrate annoys me.
