I recently bough a key board for my iPad mini but when I tried it, my iPad doesn't recognize the other device ( no bluetooth found ), so I tried my iPhone 5c pairing with my iPad mini but they don't see each other. I wonder what is wrong. They are both Apple products but they don't see each other.

Try to reset your device. This won't delete your data stored on the phone.
Alternatively, you may go to Settings - General - Reset - Reset All Settings
I already tried that with both my device. but didn't work.... sigh...
It appears that you have a faulty iPad.
Do you have any other Bluetooth accessories compatible with the iPhone/iPad (headphones, for example)? Try to test them with your iPad.
If nothing changes, I think you should visit your local Apple Store and have your device repaired.
