Can you make the iTunes Software available on Web using the APPLE_ID as Login and Install the Apps in iPhone directly using Internet instead of Local Wifi Network sync with Iphone...
The Web iTunes Software must sync with your Iphone on Internet Connected with out any Local Wifi..
And The usage of iTunes Software must be restricted according to the APPLE_ID of individual user.

We are fellow users here on these user-to-user forums, you're not talking to iTunes Support nor Apple.
You can download apps directly on your phone via the App Store app on it, or sync them (either via wifi or by cable) from your computer's iTunes (you don't need to have wifi, or be connected to the internet, to sync apps from your computer's iTunes library).
If you want to leave feedback for Apple then you can do so via this page, but being able to install apps via a browser is probably unlikely to happen : http://www.apple.com/feedback/
