My ipad says disabled ipad, connect to itunes. How do i this.

Follow the instructions in this support article. You will need to connect to iTunes on the computer you sync with, or if you have Find My iPhone turned on, you can erase the phone from iCloud.com:

What? If the device is disabled, then the only thing you can do from iCloud would be to Erase it. However, you provided no information concerning what your answer even means. "In iCloud" is not a solution without more information about what it is you are suggesting.
Try to make any answers you provide clear and complete, and make sure that you yourself have tested them before telling someone else to do it.
