Whatsapp And FB Messanger Refresh Problem

Hello Apple Family

Myself harjas saluja and my device information is

Iphone 5s 16GB

Ios 8.3

And My Problem is

Whenever i used to reach home my phone gets connected with wifi and my whatsapp and facebook messages starts poppin up in BANNER STYLE

but today when i reached home my WIFI was Down And I started My 3G network (Vodafone) and everything was working fine

but when my WIFI again Started and i logged in from my iphone my messages on Whatsapp and facebook messanger No longer updates itself

background app refresh was ONN and i tried doing hardboot and reset all the settings but its not working any more and i'm keep on trying kindly tell

what really happend and yes i can't also login in Icloud Servers keep on getting error in verification

kind tell me how can i start it again and i work on my WIFI only

P.S i have to manually override apps in order to get messages from both Whatsapp And Facebook Messangers !!!!
