iCloud Photo issue

I pay to have storage space in the cloud. Recently my videos disappeared off my iphone 6. When I go to icloud on my phone to do a back up it tells me there are 24 videos to download. I stay connected to wi-fi and nothing ever downloads. I would really like to recapture and retain these videos. Any suggestions, short of a restore???
