I accidentally deleted my start up disk will buying the apple recovery thumb drive of Mac OS X Lion create one?

I Have asked this question for Snow leopard but my computer will not support it. (Luckily I didn't buy it). But I want to know if the recovery disk will. I accidently deleted my startup disk On my MacBook Pro and I want to know if the apple recovery thumb drive of lion will create a new one.
