iCal on Yosemite Server not allowing access to attachements

My situation is this, I have a Mac Mini running Yosemite 10.10.3 with the server app installed. All updates have been applied.

What I want to do is be able to host a calendar.

On this calendar I want to be able to attach files

I want to be able to access these files, in these attachments, on this calendar, on different machines.

I am able to create calendars and access them from other PC's however if I attach a file it is only available on the computer I attached the file from.

It is as if the attachment is not really an attachment but a reference to file location on the local computer vs being embedded in the event in the calendar.

Has anyone else encountered this issue and if so how can I remedy it?
