I bought MacBook Pro Retina 13 2015 and roughly in 20 days my trackpad stopped to work. Can I ask Apple to give me a new MacBook or they just repair it?

They will probably repair it. If an exchange is warranted, they will make that decision, not you. If you purchased the MBP from Apple (not a reseller) you can take advantage of the 14 days from purchase date no questions asked return policy, but you are now past that.

In general, after the initial grace period Apple will repair rather than replace. There are exceptions which depend on a number of different factors which include what is non-functional and the laws of your state/country in regard to serviceability.
If there is a problem with MacBook in the first month of purchase, shouldnt Apple change it for a new one?
