Notification bar will only pull down halfway?

When I pull down the notifications bar on my iPhone 6 (running iOS 8.3) the notification bar (that shows the weather, date, etc.) only pulls down halfway. I then can't swipe it up, and have to refresh using the home button to get it back up. While it does help for a hour or two if I shut off the phone, it starts right back up again in a couple hours or a day. I'm trying to avoid having to constantly shut off my phone multiple times a day, does anyone have a more permanent solution?
