Make sure it is charged, and then perform a reset; hold the sleep/wake and home buttons together until you see the Apple logo and then release. It could take up to 30 seconds, but the device should reboot. If you are not sure if it is charged, then connect the device to the charger for a minimum of 20-30 minutes and while still connected to the charger, do the reset.
