iOS- System requirements for Personal Hotspot
You must have this feature enabled for use by your cellular provider. Usually this is an additional service for your account.

May 27, 2015 5:25 PM in response to marcoschuhrby ChrisJ4203,I hate to ask the obvious, but is this iPad a Wi-Fi and cellular? Or is it just a Wi-Fi only device? You would have to have a cellular device, and cellular data has to be turned on for the device, and as the others have indicated, you would have to have the feature activated by the carrier. Only they could answer if it is activated on their end or not.

iPad Wi-Fi model does not have Personal Hotspot, only the iPad Wi-Fi + Cellular model.
