I hate to ask the obvious, but is this iPad a Wi-Fi and cellular? Or is it just a Wi-Fi only device? You would have to have a cellular device, and cellular data has to be turned on for the device, and as the others have indicated, you would have to have the feature activated by the carrier. Only they could answer if it is activated on their end or not.

iPad Wi-Fi model does not have Personal Hotspot, only the iPad Wi-Fi + Cellular model.
