Table Formatting in Pages 5

I have tried all sorts of ways to distribute columns evenly in random rows. I have a 4 column table. 2nd row down, I merge 2 columns, select the 3 columns to distribute evenly and nothing happens. The 3rd column remains in its original position.

Is there a glitch?

How do I ‘freeform’ the columns/rows so I can manipulate them as I want?
