mac mini is showing black screen with cursor after changing whole Drive permissions

Hi I have two users on my mac mini

Yesterday I made something wrong to my mac.

Steps are below

Finder - > Macintosh HD -> get info

(right clicked on Macintosh HD and then opened get info)

Now in last section of "Macintosh HD info" (Sharing & Permissions)

I changed privilege of user to "Read & Write"

and then clicked on "Apply to enclosed itmes" from setting button (that is on right side of +/- button )

After that mac was showing blue progress bar for 15 mins

and i forcefully shut it down by pressing power button on mac.

and now Mac mini is showing black screen with moving cursor only after login.
