Can 'effective. Power' text message shut down an iPhone?

I have read about the 'effective. Power' text in various newspapers, but not being one to believe every thing I read, may I ask whether these stories are true? Does an iPhone crash if it receives a certain text message with specific characters in order? See link below to one of these stories in which is says that Apple have confirmed this!

It is true, that is why Apple would have confirmed it. But, I'll bet you already knew that.

Try any of the national or international news services, such as CNN, the story is everywhere. Not sure who you need to verify it for you.
