Can 'effective. Power' text message shut down an iPhone?

I have read about the 'effective. Power' text in various newspapers, but not being one to believe every thing I read, may I ask whether these stories are true? Does an iPhone crash if it receives a certain text message with specific characters in order? See link below to one of these stories in which is says that Apple have confirmed this!
