Problems with syching with Outlook 2013 and Icloud on my PC laptop

I have a new laptop using Windows 8 and Outlook 2013. I can easily synching my Ipad and Iphone with my desktop PC using Outlook 2010 but it's not working with the Outlook 2013. It appears there's a problem with an Icloud add-on that seems not to be "turning on". How do I fix it.
