My ipad won't let me get passed the lock screen

My ipad won't let me get into the home screen and will not let me touch the screen at all and I have to turn it off NORMALLY by pressing both the home and power buttons. As well as that, my ipad is constantly turning on and off by showing the home screen then the Apple sign. Someone please help me!!!

Try to reset your device. This won't delete your data stored on the phone.

Press and hold the Sleep/Wake button
Press and hold on the Home button
Keep holding both buttons until the display turns off and back on with Apple logo on it.
