Not enough storage to synch?

iPhone 5s, version 8.3, 16GB

iTunes synch pages shows 1.1GB free,

but when i try to synch i get an error msg saying it needs space but it seems adequate?

While the phone (Settings/General/About) shows 12GB capacity (?) and 287MG available?

Can someone help me understand why the differences, which is right, and how to get this synch'd?
