You cannot download apps that are not available in your country App Store. You can send a request to the app developer and ask them.

There may be a reason it is not available to you in your country. All countries have different laws. The UAE for example will not allow iPhones to be sold with the FaceTime App built in. The Developers will let you know pretty quickly.
