Hi,
My 6+ is not uploading to iCloud Photo Library any more since 26 Apr. When I checking iCloud Photos in the Setting panel, it says that "Uploading xxx Photos". It never goes down. I have no problem with other clouding services.
Mode: iPhone 6+
iOS ver: 8.1
Note: Wifi always on and working smoothly at home. Auto back-up also working fine. iCloud store still has more than 10GB available.

I have exactly the same issue ! Tried everything without success. The worse is that I also have Google+ activated with automatic photo upload. And that is perfectly working on my iPhone !! All my photos are seamlessly interfaced in my google account. Totally insane !!!!! Sometimes, Apple isn't just working as it should.
I have 212 items waiting to upload on my iPhone 6. This is really getting annoying...
Just downloaded the new google App Photos ! Work perfectly. Efficient and free !!
So did the iCloud Photo Library until now... I really want to get that working again.
Good news for all 😀. I found a work around for it. And now it works well, but will take time. Here're the steps I did:
1. Go to Settings/iCloud/Photos/
2. Turn OFF iCloud Photo Library (Beta). Don't worry, even if it asks to delete 1 item or not, just accept. Your existing items will still be there in cloud, so don't be afraid.
3. Turn it ON again, accept anything it asks and now you can wait for iCloud Photo to sync everything. Mine is around 10GB, so my suggestion is using a good Wifi network.

Thanks! I'm giving it a try! I just hope it doesn't duplicate what is already on iCloud because I'll run out of storage if it does... It says it's uploading 3,235 items. There were only a couple hundred that weren't already uploaded.
