Q: dictation and siri are not working on my apple watch

dictation and siri are not working on my apple watch.

I am not so bothered about siri, but not being able to dictate a text message is irritating.  I can see the microphone but it will not activate.

I also bought my watch recently and it wasn't working. Siri didn't recognize dictation, but looked as though it was trying to connect. After a bit of time and waiting, it finally said that it could not connect to my iPhone (which is not true) or watch (After multiple tries with the Siri prompt on the watch). When i followed the instruction to shutdown BOTH devices and restart, it worked immediately on the watch.  Thank you for the support --

I have tried all the solutions offered here, except unpairing and repairing the phone and watch, which I'll try at home.  NOTHING works.  I can dictate on the phone, and Siri works on the phone....which is a 6 Plus with the latest iOS 9.0.2.  The Watch will take no dictation, and Siri doesn't work.

I know the microphone on the watch is working though, because when I tap the watch where the microphone is, it picks up the sound.  Doesn't do me much good, but at least I'm pretty sure the Watch isn't defective.

    Any ideas?

    Fluff in the microphone.

I had no dictation or Siri on my Apple Watch and tried all the resets etc suggested above. Called Apple Support and was advised to reset my iPhone settings and this did not correct the problem. It seems that the mic was not working. So before taking it into the Apple Store, I carefully used a wooden toothpick and a touch of saliva, and cleaned out fluff in the mic cavity (on the case at about 8 o'clock). Not recommended, probably, but it worked. Mike is now fine. Siri is happy.
