How can I add location data to a photo with Photos?

In the current version I can't find a way to add location data to a picture, in the old iPhoto it was as simple as selecting the file or file and type the coordinates or the location name.

I just came back from a three week trip using my iPhone6+ for my camera (first time without an SLR in my long life!) I was quite pleased with it, and in going over the photos with Photo on my iOS I found that the GPS data is preserved, meaning that when I "get info" I get the map, all the way down to a specific building, and see exactly what church that was or where that sheep was!

I was less pleased with the interaction with iCloud, however. I had photo stream turned on, but not the icloud library. The photos did not synch with my iPad air (in spite of having an internet connection), and I resorted to using Airdrop to copy them. On returning I turned on the iCloud storage. Now I have a couple of thousand of photos on my iPad that I want to delete and just reload from iCLoud because what was in the cloud duplicates what I had loaded on with Airdrop. How do I do that? I tried connecting to my mac and itunes, but that doesn't work anymore for photos!
