itunes and iphone 5s music sync problem

I bought songs off the itunes store. I have them on my mac. when i sync with my iphone 5s some of the songs download but some have the "download from the cloud " icon next to them. Why is that if i have already bought them ?

iPhone 5s, OS X Mavericks (10.9.5), itunes 12.01
