siri and voice dictation no longer working - please help?

A couple of weeks ago both Siri and the voice control/dictation (using any application) stopped working on my Iphone 4s.

I don't know if it occurred after I updated OS 8.3

I have not changed any of my settings that I know of. I have looked around thru support pages and not found anything.

Any help would be appreciated.
