Contact iTunes Store support. This can happen if a previous purchase was downloaded and then the charge refused by your bank.

Thanks for the reply but I am not able to download the updates for the purchased previously apps.
That is correct. If you owe them money, you can't download anything at all, including updates for existing apps or new free apps.

Thanks for the reply KiltedTim, I called apple costumer service and they checked, they found that I don't owe them anything. In fact they don't know whats this problem and I was transferred between 3 IT techs. The last solution after almost 2 hours call and screen sharing, they said that they have to investigate further and will contact me. This service is nice but I was frustrated with the No solution part.
I don't even able to delete and re-download iTunes as its part of the system. Any further suggestion please.
