My phone crashed a couple days ago. Now when I try to turn it on it stays on the apple logo for a few minutes and then turns off again. I would like to know if there's any way I could get the photos and PDFs I have on the phone off of it, because there's a lot of them that aren't backed up and I don't want to lose them, which is why I don't want to restore.

If you cannot reset the device, then you are pretty much out of luck: Hold down the Home and Power buttons at the same time and continue to hold them down until the Apple appears. Once it appears, the reset should be in progress, and the Slide to Unlock screen should display shortly.

I just tried that. The apple appears, then disappears, then appears again, then disappears.
You've probably been the victim of a prank by one of your friends.

OK, first try to power your device off by holding down the Power button until the "Slide to Power Off" message appears. If you are able to power it off, then try the reset. Be sure to hold both buttons down until the Apple appears before releasing them.

As I already said, unless you can reset it, then no.
Please make sure that when you are doing the reset you are holding down both keys for at least 30 seconds. You do not need to turn the phone on to do this.

Check if you have a backup on iCloud or iTunes
Then try to place your device in recovery mode>restore and update using iTunes.
The OP asked if there was a way to recover the photos that had not been backed up....
