Q: 5c Locked Up - can't turn off or reboot

I was in the middle of typing a text when my screen went blank and then the Apple logo appeared. It flashes on and off as well as once and awhile it shows my locked screen. I am unable to turn it off from the top or do a reset. I have not upgraded to the iOS 8.

What fixes this?

iPhone 5c, iOS 7.1
