I want my new IPad to have the same apps, etc as my IPhone which I thought I had to do in set up using restore. But because the phone is 8.3 and the Ipad is 8.2 it will not allow. Need advise

To accomplish what you want, backup your iPhone to iTunes, setup the iPad as a new device, update iOS to 8.3, then select what you want to sync yo the iPad using iTunes.
In other words, sync, not restore.
Apps are tied to Apple Ids not devices. You need to use the same apple id for both devices. Set up an iCloud account. This should share your data.

If you are trying to restore the iPhone backup to the iPad you need to update the iPad to iOS 8.3 first. Set up the iPad as new but don't try tp restore the back up. Once the iPad has updated to iOS 8.3 you can use iTunes on your computer to restore the iPhone backup to the iPad.
I do have an ICloud account. I set up the Ipad as new and updated to IOS 8.3. I am worried that if I back up the Ipad as it is currently (it does not have several APPs that are on the IPhone) then it will wipe those APPs off my IPhone when that is backed up? Am I thinking straight about that? I don't normally back up to ITunes - I find it very confusing and my husband and I have two separate ITunes account but one computer and ugh......
How do I restore the IPhone backup to the Ipad on ITunes? I plugged in the IPad and then clicked on restore from back-up but it didn't really say what back--up it was going to use so I was afraid to go further. It asked me if I wanted to back up my IPad before I went further....... can you give me a step by step? Thanks!

Or:
Set up as a new iPad, go to Settings > General > Software Update, and update to iOS 8.3. Then go to Settings > General > Reset > Erase All Content and Settings, and go through the setup again. You should now be able to choose "Restore from Backup" instead of "Set Up as New," and choose the iOS 8.3 iPhone backup.
