Safari has taken control of my Macbook Pro and is blocking andy shut down or restart!

While surfing online I got an ORAL warning. I was so surprised that I don't even remember what it said as I was immediately trying to just get offline, shut down comptuer etc. I "think" Safari had been breached or something. Anyway when I try to do anything I get a message that Safari has blocked my shut doe, or restart etc. I can't do anything!
