sending a photo in wallet size
I need to send someone a wallet size photo, at least 300 dpi. How do I do that? Using Photos, Yosemite 10.10.3.

Wallet sized photos are 2.5 x 3.5 inches. At 300 dpi you want an image that is 750 pixels x 1050 pixels.
So crop the image to 2.5 x 3.5 inches.
Then export the edited photo using the custom size with the max dimension set to 1050 to the Desktop.
That will give you the file you need.
