can't download apps

I find an app in the app store, click 'get' and then 'install', the spinning circle appears as if downloading, then reverts right back to 'get' without downloading a thing. I have tried several apps. Am unable to install updates either. 😕 I have already tried logging out in settings, closing all open apps, and restarting my phone. I also reset my apple ID password and made sure my payment info was up to date, just to make sure that wasn't an issue.
