bought new iphone 6 and when i go to icloud, i show two backups, one for old phone, one for the new. How do I sync the two?

Upgraded phone from iPhone 4s to iPhone 6 at at&t, and when I backed up to icloud, now show old phone icloud account and new phone with icloud account. Old phone stored info did not sync to new phone from the cloud.

How do I sync the old account with the new and get all my notes and apps from old phone onto new?
